officer’s assignments are pre-planned so they are able to spend their shifts
patrolling areas of the city where we know there is a large volume of pedestrian
traffic, such as Pawtuxet Village, Rolfe Street, Knightsville, Garfield Plaza, and
the Chapel View and Garden City Shopping Centers. Additionally, the
department has increased the deployment the bike patrols around the schools,
spending time during arrival and dismissal. The mountain bike officers are also
periodically used as part of a directed patrol program. Bike officers are deployed
to areas that we identify through our crime analysis unit as experiencing an
increase in crimes such as larcenies from motor vehicles or vandalisms.
One of the most difficult responsibilities any law enforcement agency is tasked
with is maintaining order and enforcing laws in a manner that is consistent with
the community’s values. The department made 2462 arrests in 2019, an
increase of ten percent over the 2241 arrests in 2018. While the number of calls
for service has remained consistent over the last four years, the number of
arrests has fluctuated slightly. Over the same time period, the department has
seen a high of 2618 arrests in 2016 and a low of 2241 in 2018.
Traffic enforcement conducted by officers
of the Uniform Division contributes greatly
towards accomplishing the department’s
goals of increased safety for the public and
reduction of motor vehicle accidents. To
accomplish this, officer conducted 27,966
motor vehicle stops in 2019, resulting in
11,954 summonses being issued. Over the
last five years, the department has
increased its traffic enforcement initiatives
which have resulted in a significant increase in motor vehicle stops over the
number conducted in 2014. The department has acquired new traffic data
collection tools over the last few years which are deployed to areas where we
receive complaints of speeding or see an increase in accidents. This technology
provides us data that we can analyze to determine several things. First, we
analyze the data to validate whether there is a problem with speeding vehicles.
Once we determine that there is a problem, the data identifies on what day and
times the most violations occur. This data allows us to deploy our resources
