information, fails to appear when requested, or refuses to cooperate with the board
proceedings. The board must immediately notify our department of any case that it
refuses to hear. At that point, cases may be referred to Family Court.
During CY 2022, the city council appointed members of the Juvenile Hearing Board
include:

• Kevin O’Connor (alternate)
The Juvenile Hearing Board is chartered to meet no less than once monthly. Juvenile
offenders, and their families, are generally notified well in advance of their hearing so
that they may prepare accordingly. The notice advises the nature of the offense, the
time and place of the hearing, and the offender's right to be represented by counsel at
the offender's expense. The hearings are closed to the public. The JHB oversaw a total
of 54 cases in 2022.
