community outreach efforts and increase the size of the unit to three full-time sworn
members and a temporary officer bidded for 6 months. In addition to this increase in
staffing, the chief assigned all special projects to fall under this newly sized unit.
Personnel
The Office of Community Outreach is currently under the
command of Captain Justin Dutra, a twenty-five-year
veteran of law enforcement and a twenty-two-year member
of the Cranston Police Department. He has been assigned
to the OCO since January of 2022. The unit is supported
by Sergeant Gregg Weller who serves as the permeant
Community Outreach sergeant along with Officer Thomas
Okolowitcz. Both Sergeant Weller and Officer Okolowitcz are seasoned veterans of the
department and have served in many different units within the police department.
They were supplemented by Officer Jose Afonso on a six-month temporary bid in the
beginning half of the year.

The mission of the Cranston Police
Department is to establish and maintain a
proactive partnership with our residents and
business owners and genuinely work
together to solve problems facing our
community. This mission can only be
achieved by fostering collaborative
relationships between our agency and the individuals, groups and organizations in our
community that serve to develop the initiatives and solutions to the problems facing
